A New Treasury National Bank With A Hamiltonian Credit System

Would it be possible for the U.S. to establish a new National Bank under the Treasury Department that would function using the guiding principles of the Hamiltonian Credit System and facilitate the return of the U.S. back to the American System of Political Economy?
