Both men were operatives of the British Empire, through Bank of England Governor Montagu Norman, and of a British-controlled Wall Street grouping at the center of which were Averell Harriman, and Harriman’s partner, Prescott Bush, the father of the later U.S. President George Bush.
Over several years, every Nazi step toward power in Germany was coordinated, and Nazi campaign finances were overseen, by this British-New York axis. Hitler’s master-race ideology, which led to mass extermination, was simultaneously promoted and given the stamp of approval by this same British-New York faction…..

The London bankers,Montague Norman,& Benjamin Strong At the Fed bank N.Y. started funding Hitler after he got out of Jail in Weimar in 1923.They wanted to groom Hitler into Power in Germany & in 1933 he became the German leader! In the 1930's Western Money poured into Germany to rebuild it's Military power! The agenda of the bankers was to have Germany Go to war with the Soviets.Thus Germany & Russia would tear each other to pieces & the bankers would pick up the pieces for free. Evidently they were impressed with 'Mackinder's Heartland Theory & the centrality of Russia! After the Nazi's overwhelmed Poland,Germany would have a common Border with Russia in Eastern Poland & the war was supposed to begin.
The whole deal fell apart in Spring 1940 because Hitler sent his armies west into France & not Russia.This forced Britain & France into the War!

Some readers may be puzzled why such seemingly respectable institutions and individuals would work so closely with the Hitler regime, and wonder if they were somehow secret Nazis or Nazi sympathizers. But it is actually the inverse that is true. The Nazis were agents of the Empire!

The founding members of the bank were the central banks of Britain, France, Germany, Italy, and Belgium, with Japan and the United States each represented by a consortium of domestic banks. In the U.S., the consortium consisted of three banks: J.P. Morgan & Co., the First National Bank of New York, and the First National Bank of Chicago.1
The driving forces behind the founding were Montagu Norman, the Governor of the Bank of England, and Hjalmar Schacht, the head of the German central bank, the Reichsbank. While Schacht liked to refer to the BIS as “my bank,” the Dutch banker Johan Willem Beyen—himself a president of the BIS—put it more clearly: “Norman’s prestige was overwhelming.
